West Devon Borough Council’s Local Plan Review completed the Public Inquiry stage in autumn 2003. Its strategy for new housing is summarised as:

  • Provide for the majority of new housing in the north of the Borough
  • Provide for the majority of new housing in Tavistock and Okehampton and to a lesser extent other smaller settlements with a basic range of services
  • Make a reasonable contribution to the needs of the Plymouth sub-region
  • Allow only limited development elsewhere
  • No development in the open countryside without a specific justification as PPG7
  • Make provision for affordable housing where a local need is established
  • Provide for play spaces on all developments of 20 or more houses.

The Local Plan Review indicates that a total of 615 new houses may be built on the following sites in Tavistock:

215 dwellings on land south of Bishopsmead (density 30 per ha)
140 dwellings on land at the Manor (density 40 per ha)
260 dwellings on land west of Monksmead (density 35 per ha)

There will also be 21 new dwellings allowed on land at Woolacombe Road, Bere Alston at a density of 30 per ha.

Section 106 agreements will be negotiated to ensure that about 35% of all the new homes will be ‘affordable’.
