West Devon Borough Council’s Housing Strategy 2003 – 2006 contains a summary of a private sector stock condition survey. West Devon has larger owner-occupied and private rented sectors and a smaller social rented sector compared with both England and the South West. In addition, the stock in West Devon appears to be more concentrated in the pre-1919 age group. Against this background, the survey found that:

  • Over 4% of private sector dwellings were unfit, compared to a national average of 7.5%
  • Private rented and vacant dwellings are most likely to be unfit as are pre-1944 dwellings
  • Over 8% of private sector dwellings were estimated to be ‘fit but in substantial disrepair.’

In the social housing sector, 98% of dwellings meet the ‘decent homes’ standard.
